Prohibited & Restricted Items

This policy sets out what may not be listed or sold through Hubber, and which categories require approval or documentation before they can be listed.

It applies to suppliers listing products and to resellers marketing them. It forms part of our Terms & Conditions.

The lists below are not exhaustive. Where an item is unlawful, unsafe or damaging to trust in the platform, we may remove it even if it is not named here.

The following may never be listed or sold on Hubber.

Illegal and controlled substances. Narcotics, psychotropic substances and precursors; unapproved or prescription-only medicines; codeine-containing syrups and similar controlled preparations; substances banned by NAFDAC or the NDLEA.

Weapons and dangerous goods. Firearms, ammunition, parts and replicas; explosives, fireworks and pyrotechnics; knives and blades sold as weapons; tasers, tear gas and other prohibited self-defence devices.

Counterfeit and infringing goods. Fake or replica branded products; unauthorised copies of media or software; goods bearing a trade mark without the owner's authority.

Stolen and illegally obtained goods. Including devices reported lost or stolen, and goods without lawful provenance.

Expired, recalled and unsafe goods. Expired food, drink, medicine or cosmetics; recalled products; products with removed, altered or falsified batch numbers, NAFDAC numbers or expiry dates.

Skin-lightening and unsafe cosmetic products. Products containing mercury, hydroquinone above permitted limits, or other substances restricted by NAFDAC.

Wildlife and protected species. Ivory, pangolin scales, animal skins and any product derived from a protected species; live wild animals.

Human material. Human organs, tissue, blood, and any product implying trafficking in persons.

Adult and offensive content. Pornography and sexually explicit material; any material involving minors; content promoting hatred, violence, terrorism or discrimination.

Financial and gambling instruments. Currency, cheques, prepaid financial instruments, securities, lottery tickets, betting products, and any pyramid, Ponzi or matrix scheme.

Identity and government documents. National ID cards, passports, driving licences, certificates, uniforms and insignia of government or security agencies.

Surveillance and hacking tools. Devices or software marketed for intercepting communications, unauthorised access, card skimming or credential theft.

Personal data. Contact lists, databases, phone numbers, BVNs or any other personal data offered for sale.

Tobacco, nicotine and alcohol where sale or delivery would breach applicable law or platform restrictions.

Hazardous materials. Toxic, radioactive or corrosive substances; asbestos; regulated chemicals and pesticides.

These may be listed only where the supplier holds and can produce the required approvals, and where our logistics partners are able to carry them.

• Food, drink, drugs, cosmetics and medical devices — require valid NAFDAC registration, with the registration number shown on the listing, and adequate shelf life remaining.
• Electrical goods and regulated consumer products — require compliance with Standards Organisation of Nigeria (SON) requirements, including SONCAP where imported.
• Telecommunications equipment — requires Nigerian Communications Commission type approval where applicable.
• Batteries, power banks and devices containing lithium cells — subject to packaging, labelling and carrier restrictions.
• Aerosols, flammables and pressurised containers — subject to carrier acceptance and special handling.
• Perishables and cold-chain goods — only where the route and packaging can maintain condition to delivery.
• Fragile and high-value items — require protective packaging and may require a higher service level.
• Branded goods — require authorisation or proof of lawful sourcing where we ask for it.
• Used and refurbished goods — must be clearly described as such, with condition and any defects stated.
• Agricultural and animal products — subject to quarantine and phytosanitary requirements where applicable.

Every listing must:

• Describe the product accurately, including condition.
• Use images of the actual product, not stock images of a different item.
• State brand, model, size, quantity and specification correctly.
• Show regulatory registration numbers where the category requires them.
• Avoid claims that cannot be substantiated, in particular medical, curative, fertility, weight-loss or income claims.
• Be placed in the correct category.

Resellers must not add claims about a product that go beyond the supplier's listing.

We review listings and act on reports. Where this policy is breached, we may:

• Remove or hide the listing.
• Cancel affected orders and refund customers.
• Withhold or reverse payment to the supplier.
• Recover the cost of returns and failed deliveries.
• Suspend, restrict, delist or terminate the account.
• Report the matter to NAFDAC, SON, the NDLEA, the FCCPC, the police or another competent authority.

Serious breaches — counterfeit goods, controlled substances, weapons, expired medicines or anything endangering safety — may result in immediate permanent removal without prior warning.

If you see a listing that breaches this policy, report it through the Platform or email hubber@hubber.com.ng with the product name, a link or screenshot, and the reason for your concern. We investigate every report and act where a breach is confirmed.
